No Heat NYC rebuilds itself every day from public NYC Open Data: 311 heat and hot-water complaints, HPD housing-code violations, health department rat inspections and owners' bedbug filings. It is independent and not affiliated with the City of New York.

311 complaints are reports from the public. They show where tenants are reporting problems, not that a violation was found. One outage often produces many reports from the same building.
